NEO tokens cannot be mined. However, with each new NEO block generation, a certain amount of GAS tokens is created and distributed to all NEO holders. As it was mentioned above, all nodes in NEO‘s network belong to NEO‘s team. So, mining of GAS is not possible for people. However, GAS is distributed to the NEO token holder if they have NEO tokens in the wallet. This enables GAS claiming.
